Charles Higbee retired from
the Los Angeles Police Department after thirty years of service. During the last eighteen years of his career, his primary function was
that of investigating and directing the investigation of use of force incidents,
in-custody deaths and critical injuries; estimated to be in excess of sixteen
hundred investigations. Lieutenant
Higbee has lectured nationally on the investigation of use of force incidents
and currently consults with attorneys relative to the defense of municipalities
and their personnel. Presently, he
is in his fourteenth year as an instructor at the Fullerton College Police
Academy. As an instructor, he
lectures on several different aspects of investigations and use of force.
